Test and Expertise Centre for Natural Healing Resources

Test and Expertise Centre for Natural Healing Resources of FSBI “National Medical Research Center for Rehabilitation and Balneology” (hereinafter - the Centre) is the successor to the centuries-old experience of work in the field of spa medicine. The centre has a unique experience in the study and application of modern methods of scientific research into natural healing resources (balneotherapy, pellotherapy and the curative effects of climate) in the Russian Federation and the countries of the former Soviet Union.

The main objectives of the centre to date include:
  • Conducting, on the instructions of the Russian Ministry of Health, a State expert evaluation of the development programmes and spa regions (districts) and of the explored reserves of natural healing resources of federal significance;
  • Ac omprehensive study of natural healing resources (mineral waters, therapeutic muds, medicinal clays, therapeutic climate) in order to evaluate their quality, identify patterns of spread and features of formation and rational use;
  • Developing indications and contraindications for the use of natural healing resources for therapeutic and preventive purposes;
  • Balneotherapeutic survey of territories and development of drafts of normative and technical documentation on justification of the status of therapeutic and recreational areas and resorts;
  • Conducting fundamental, applied research work;
  • Studying the possibility of practical implementation of the results of the research work of the Centre.

In accordance with the organizational and staffing structure, the Centre includes:

Department for testing natural healing resources
Accreditation in the National Accreditation System of the Russian Federation - Federal Accreditation Service (RusAccreditation) since 30.11.2022, accreditation certificate RA.RU.210T29.

Scope of activities of the staff:
  • carrying out tests of natural healing resources;
  • identification of natural healing resources on the basis of the obtained results of the tests;
  • drawing-up of of special medical, balneological and other opinions on the composition and quality of natural healing resources on the basis of expert evaluation of their test results;
  • development, verification and preparation for certification of test methods for natural healing resources.
Department for expertise of natural healing resources and factors

Scope of activities of the staff:
  • scientific and research work within the framework of the State assignment;
  • study into the conditions of formation of the composition and properties of mineral waters and therapeutic muds;
  • development of methods for the study and rational use of natural healing and landscape-climatic resources for medical purposes;
  • participation in the drafting of regulatory legal acts in the public healthcare sector;
  • evaluation of the landscape and climatic conditions of the areas from a spa perspective;
  • development of methods for evaluation and classification of natural healing resources, rules for the use of natural healing resources (mineral waters, therapeutic muds, therapeutic climate, etc.);
  • preparation of references and recommendations on the use of subsoil resources for various purposes;
  • reconnaissance survey of the therapeutic muds site to determine the feasibility of further exploration to delineate the therapeutic muds deposit;
  • drawing up conclusions that within the boundaries of the geographic area located in the territory of the Russian Federation which name is claimed as the name of the place of origin of medicinal mineral drinking water, medicinal table water and mineral natural table water, the applicant produces medicinal mineral drinking water, medicinal table water and mineral natural table water, which special properties are determined by the natural conditions specific to that geographic area;
  • drawing up conclusions that the territorial planning documents take into account the therapeutic and recreational areas and resorts, the natural healing resources available in the area, and the regime of zones with special management conditions has been defined;
  • drawing up conclusions that the drafts of the mountain sanitary protection zones comply with the regulatory documents governing the procedure for the establishment and special regime, sanitary protection zones of therapeutic and recreational areas and resorts;
  • drawing up conclusions on the loss of special properties of natural healing resources;
  • drafting of opinions and amendments to legislative acts of the Russian Federation in the field of protection, research and use of natural healing resources;
  • expert work in the field of sanatorium-and-health-resort and medical activities.
The scientific archive of the Centre has the following functions:
  • storage of unique scientific documentary material, including the earliest, dated back to 1923-24, relating to the founding (1918) and establishment of the Centre;
  • storage and use in the practical work of the Centre of the main results of the activities of the scientific departments of the Centre over a long historical period (from the Soviet period to the present), including more than 10,000 balneological conclusions, more than 1,500 scientific reports on various types of activities;
  • use of the archive information base on geological exploration for natural mineral water, mud exploration for pelloid deposits, well data sheets; data on the establishment of sanitary protection districts, estimates of resource bases of regions within the USSR and the Russian Federation, enabling high-quality and timely preparation of expert opinion on a wide range of issues falling within the competence of the Centre;
  • permanent use of the archive materials, much of which retain their scientific and practical value, by the wider community of researchers and experts at the Centre, as well as by representatives of external relevant collaborating institutions.
