High-tech medical care

High-tech medical care — is part of specialized medical care, carried out by highly qualified specialists using new, sophisticated and unique medical technologies developed on the basis of the latest scientific and technological achievements.

In FSBI “NMRC RB” of the Ministry of Health of the Russian Federation and its branches provide high-tech medical care in the conditions that ensure 24-hour medical supervision and treatment, in accordance with the list of high-tech medical care in the following areas: neurology and rheumatology.

Regardless of the type of high-tech medical care, all citizens of the Russian Federation are entitled to receive a free high-tech medical care if there are the appropriate medical indications.

The legal and regulatory framework for high-tech medical care
  • Regulation No. 2505 of the Government of the Russian Federation of 28 December 2021 "On the programme of State guarantees for the free provision of medical care to citizens for 2022 and for the planning period of 2023 and 2024";
  • Order of the Ministry of Health of the Russian Federation of 02.10.2019 No. 824н "On approval of the Procedure for organizing the provision of high-tech medical care using the Uniform State Health Information System”
  • Order No. 796 н of the Ministry of Health of the Russian Federation of 02.12.2014 "On Approval of the provision for the organization of specialized, including high-tech, medical care».

List of types of high-tech medical care provided by FSBI "NMRC RB" of the Ministry of Health of the Russian Federation and its Branches

1. High-tech medical care in the field of neurology (neurorehabilitation) after a stroke and craniocerebral injuries with impaired motor and cognitive functions is provided to patients who have suffered acute cerebral circulation disorders and craniocerebral injuries, and (or) for conditions after acute cerebral circulation disorders and craniocerebral injuries with a duration not exceeding one year with an evaluation of functional disorders on the modified Rankine scale of the 3rd degree.

High-tech medical care in the field of neurology (neurorehabilitation) involves the following treatment methods:

  • rehabilitation training involving biofeedback (BFB) using several modalities
  • restorative treatment using a combination of measures in conjunction with navigational rhythmic transcranial magnetic stimulation (rTMS)
  • restorative treatment using a combination of measures in combination with virtual reality (VR)

2. High-tech medical care in the profile: rheumatology: multicomponent immunomodulatory therapy with the use of genetically engineered biological medicines, hormonal and chemotherapeutic medicines, using special methods of laboratory and instrumental diagnosis of patients (over 18 years) with systemic inflammatory rheumatic diseases is provided to patients with a newly identified or diagnosed disease with a high degree of inflammatory process activity or a disease that is resistant to drug therapy.

High-tech medical care in the area of rheumatology involves the use of multicomponent immunomodulatory therapy with genetically engineered biological medicines.

High-tech medical care is provided by:
  • Research and clinical centre of the Federal State Budgetary Institution "National Medical Research Centre for Rehabilitation and Balneology" of the Ministry of Health of the Russian Federation
  • Research and clinical branch of FSBI "NMRC RB” of the Ministry of Health of Russia. “Vulan” sanatorium and resort complex
  • "Kurortnaya Bolnitsa" - treatment and rehabilitation clinical centre - a branch of FSBI "NMRC RB” of the Ministry of Health of Russia
  • Research and clinical branch of FSBI "NMRC RB” of the Ministry of Health of Russia. ”Kavkaz” sanatorium
  • "Yudino" Treatment and rehabilitation clinical centre - a branch of FSBI "NMRC RB” of the Ministry of Health of Russia

The reason for admission to FSBI "NMRC RB” of the Ministry of Health of Russia and its Branches for the provision of high-tech medical care is the decision of the sub-committee of the medical commission for the selection of patients for the provision of high-tech medical care by the medical institution providing this type of care.

Algorithm used to issue a card for high-tech medical care:

1. Ask your attending physician for an extract from the medical records and a referral for hospitalization.
Enclose with the referral: a copy of your identification document, a copy of your compulsory health insurance policy, a copy of your Individual insurance account number, and consent to the processing of personal data.

2. The package of documents is submitted by the health care provider or by you in person:

  • to the executive health authority of the constituent entity of the Russian Federation (the local health authority) for high-tech medical care in the field of Neurology (neurorehabilitation)
  • to "Kurortnaya Bolnitsa" - treatment and rehabilitation clinical centre - a branch of FSBI "NMRC RB” of the Ministry of Health of Russia for high-tech medical care in the field of Rheumatology.

3. Wait for a high-tech medical care card to be issued through a specialized information system based on the decision of the sub-committee of the medical commission for the selection of patients for high-tech medical care of the medical institution that provides this type of care. When a card for high-tech medical care is issued, a 14-digit number is generated in the high-tech medical care monitoring subsystem, which the patient can use to check the progress of documents review at the high-tech medical care portal of the Ministry of Health of the Russian Federation: http://talon.rosminzdrav.ru

4. Wait for the local health authority to notify you by phone number given in the Consent to the processing of personal data and collect a signed paper card for high-tech medical care with the stamp of the local health authority to present to the receiving health care provider.
